The U.S. Constitution.

One of the goals of the Constitutional Convention was to make taxation a federal power. Before this time, the power to tax was given only to individual states. Compare the taxation powers listed in the Articles of Confederation with those listed in the U.S. Constitution, Article 1, Section 8. What are the pros and cons of each system?
